Transporting a large cash payroll exposes the person carrying it to robbery and puts workers’ wages at risk. Paying directly into workers’ accounts can remove the need for a payroll officer to carry the company’s cash from a bank to a construction site.
This is a practical risk-reduction benefit of account-to-account disbursement, not a guarantee that every digital transaction is safe.
A documented construction-payroll robbery
On November 29, 2020, the Philippine Daily Inquirer reported that a construction firm’s engineer and her driver were robbed at gunpoint while traveling to a project site in San Ildefonso, Bulacan. The robbers took ₱800,000 intended for payroll, according to police.

A digital payslip shows earnings, deductions and net pay. A separate payment record shows the amount credited. The worker’s acknowledgment then records what they confirm receiving. Keeping these separate helps both parties review unpaid balances and resolve discrepancies.

The Bangko Sentral ng Pilipinas’ National Retail Payment System framework promotes safe, efficient and reliable retail payments and enables people to receive and transfer funds between accounts. eRESIBO’s proposed journey complements payment records with recipient acknowledgment and a shared history.

eRESIBO aims to help ease the burden on DOLE’s dispute-resolution services by giving employers and workers a shared record of wages disbursed, amounts credited and amounts independently acknowledged as received. When a discrepancy appears, both parties can identify the pay period, deductions, partial payments and outstanding balance earlier.
DOLE Region VI reported that it settled 693 of 842 requests for assistance in 2025, facilitating ₱21.1 million in monetary benefits for 809 workers. Common concerns included final salary, 13th-month pay, overtime, minimum-wage underpayment and illegal deductions; construction was among the industries with the most requests.
